Hawaii is no longer a "may issue state" per court ruling and is now a "shall issue state" along with the rest of the country. They can no longer stop legal owners from getting one. Other local BS to Hawaii may still apply.

the op's original article said the state supreme court didnt think that they second amendment applied to the state and said they would not listen to the federal supreme court. .

But they also said that "Hawaii allows open carry by permit" but never gave out a permit in state history and did not even have a way for anyone to apply. Basically no=yes and yes=no in this state.

Correct SCOTUS ruled that permits or carry licenses are a "must issue" not "may issue" and Hawaii is choosing to ignore it.
