Interesting interview. At the beginning they almost give the erroneous impression that only an SOT with a law letter can acquire a machine gun. Thankfully Ian corrected that impression a bit later when he brought up manufacturers. A type 7 FFL (manufacturer) with a SOT 2 can manufacture machine guns without a law letter. I am a type 7, and my SOT 2 goes into effect on July 1.
