Does anyone else see the flaw with putting a lock on a something that just screws out?

It's there so the bubblegum marine surveyor can write you up if it isn't lock wired.
I understand that the lock weight will keep the pin from unscrewing on its own, but not keep someone else from removing the pin, clevis and lock.It's a mouse hole, not a lock hole. When moused, it keeps the pin from unscrewing.
