Why are these people, residents, victims, and business owners not suing the city, mayors, gov, police chiefs, etc for everything their worth?!

Some drug addicts fights the cops and gets killed and they pay the families hundreds of thousands of dollars.

Yet people are victimized and/or killed while the elected officials ignore their oaths, ignore the laws, and facilitate anarchy, looting, assaults, and murder
