I am dealing with a Savage 24 Series P rifle. It has 22lr top barrel and 410 bottom barrel. Firing pin selection is on the hammer. It does not have any safety but I understand that the hammer is rebounding and that acts as a safety. The hammer feels stiff but can be pressed forward with moderate to heavy thumb pressure.

How could I test whether the hammer is functioning without using live ammo?

A pair of pliers and a knife.
Be careful though.
 
Break it open. Hold it so the breech is horizontal. Cock it. Lay a penny over the firing pin. Pull the trigger. The penny should go flying.

Use a higher value coin if you are affluent.
