Yellow #4-6 dry wall anchors work extremely well as snap caps in 22s.
 
Plastic dry wall anchors are quire practical in 22 revolvers. Not so much in most semi-auto 22s unless you enjoy "single-shot" training (hey eject quite neatly when the slide is racked, but don't feed from a magazine worth spit. o_O YMMV).
Cut/file a notch in the area of the extractor. That way it stays in the chamber unless removed by user. Rack the slide as much as you want and dry fire.
