Question About SB 941

Does SB 941 REQUIRE a 4473 on ALL sales ?

On another forum an Oregon member was trying to explain SB 941 and that it DOES NOT state that a 4473 needs to be done, but it does require a background check be done on all sales new or used, and the 'old gun show law' of selling used guns with a state police background check appears to still be allowed.

I THOUGHT a 4473 was required on all sales now, regardless of where and when.

Unless you're a dealer, a dealer will process a BGC and 4473 when transferring a firearm to you.
