I had the thought of buying a muzzle-loading pistol kit, cutting the pistol grip off and glueing a stock on. With a 10-12" barrel would I need a tax stamp or are muzzle loaders exempt from the NFA?
 
Section 2.2 Antique firearm. Firearms defined by the NFA as "antique firearms" are not subject to
any controls under the NFA
.22 The NFA defines antique firearms based on their date of manufacture
and the type of ignition system used to fire a projectile. Any firearm manufactured in or before 1898
that is not designed or redesigned for using rimfire or conventional center fire ignition with fixed
ammunition is an antique firearm. Additionally, any firearm using a matchlock, flintlock, percussion
cap or similar type ignition system, irrespective of the actual date of manufacture of the firearm, is also
an antique firearm.

Most black powder single shot pistols and kits have a 10 inch or shorter barrel.
It might be best to find a rifle or a rifle kit that someone gave up on , or messed up for cheap , then cut it down.

Navy Arms used to import a single shot pistol with a detachable stock called The 1855 Harper's Ferry Dragoon Pistol*... That might just fit your bill without any cutting or modifying of a gun...
* Note this pistol is not historically correct as it does not use the Maynard Tape Primer ... but rather regular percussion musket caps.
