I find this article very disappointing compared to what I expected when I clicked on the thread.

I would bet that if there was a law passed that said that if your catalytic converter was stolen, that you no longer had to pass/get/do DEQ emissions tests to get tabs, that the gov would put a lot more effort into stopping the thefts.
