Since malicious/ignorant legislators cannot be prosecuted for knowing violating civil or human rights, can a law be drafted (by initiative in WA State) making it a crime to do so and which will be enforced once they leave office?

Conversely the initiative process might be used to propose an impartial committee which vets proposed legislation for constitutionality before it ever gets to committee?

There has to be a way to preserve some fragment of freedom.
