Its actually pretty simple if it was a Winchester it would clearly say so on the Tang. I have never seen a Winchester so worn as to loose its trademark and model.
Unless it was built for special CIA operations...

It's a replica 1866 Winchester saddle ring carbine. First clue that it's not real is
the non brass receiver. Winchester never made a steel receiver '66. There were
a few copies made in Belgium and elsewhere, but even they were brass (actually
a bronze alloy). Suspect it might be this one:
