Completely disregarding wrong or right, it's not morals that make a difference in situations such as this.

Easily a multimillion dollar endeavor for the individual, particularly an individual with government connections who has the ability to pull strings. In an area with little to no effective enforcement South of the US border, who wouldn't want a piece of that action?

It's the smugglers that take the burden.
