What yer need to get started:
- dies
- projectiles in your preferred weight
- primers
- smokeless powder, dependent upon projectile weight
- powder measure
- press
- brass
- brass cleaning method
- case lube

And when it all comes together, yer get something that looks like this..

pretty much everything @nammac said. @DB is Here do you shoot subs or supers? i only use 1 powder for both. makes it easier.

Yikes, I'm not sure what average cost per round is but I checked SGAmmo. They had a bunch in stock but it isn't inexpensive.

If you decide to convert some 223 brass to 300 blackout make sure that you use the recommended brands. Some are a bit too thick.
