Your first statement kind of contradicts itself, how can he have a "500 percent increase in federal taxes on guns" if he has "total ban on the manufacture, sale and possession of all handguns; a ban on the sale or transfer of all semi-automatic firearms" I dont think its possible to tax something thats not allowed to be sold =/.
Who wrote that article? They're making alot of unsubstantiated allegations about our current president.

Well.. I'll read the article for you if you like... it says 'an agenda that has included'... meaning that they're listing off things he's supported or proposed during his time.
And the article is written by the NRA's Institute for Legislative Action and the links for each and every claim are listed in the article. I even labeled the link to the article with the word "LINK". I don't know how much clearer I can get.

Lets see The sale of new pistols, and semi auto weapons will be banned, the resale of already existing weapons will be taxed, the sale of bolt action, single shot, muzzle loading, lever action, pump action, and C&R weapons will all be registered and taxed. Ammunition will be taxed, all Automatic Weapons which have been banned from production but still exist (this is the current law for the uneducated morons read Bill O'Reilly Lawrence O'Donnell: Bill O'Reilly's 'So Dumb It Hurts' On Gun Control (VIDEO) ) will have their tax stamp increased from $200.00 to $10,000.00. You see the model already exists, full auto weapons can't be banned because they have had a SCOTUS decision rendered, they can be taxed, regulated and registered but not banned. This same model is what the Libs want to do now to all weapons, ban the current manufacture of most evil guns, those they deem evil, register all existing guns, tax the sale and registration of all current guns and ban some ammo, and tax the rest. Why is it so hard to understand, this is the model used around the world in every other country, it is what has tried to be done here for years.
If you don't believe me look to Kalifornia the Commy State and read up on their tax and ban laws, they didn't get all of what they wanted but they are still working on it.
Can you really say that given an opportunity the antigun crowd won't ban, confiscate, tax, register any and all guns? Really? Where have you been for the last 100 years. Perhaps you believe that the Government doesn't want your weapons? Hey here you go, if the Government, all Governments weren't anti gun why was the 2nd Amendment even needed? You really don't understand human history or the magic of the Bill of Rights. The fight for your ability to own guns goes all the way back to the beginning of our country.
As far as who wrote that article, does this question disprove it? How on earth can you read all the listed actual comments listed with reference to when they were made and ask this question?
Obama is a liar, the best example, he made hay about Gitmo, sat in the Oval Office and proclaimed that Gitmo was going to be closed because it was a recruiting tool and evil , George Bush was a bad man for it and Barrack Hussein Obama as his first act as POTUS was going to close Gitmo. Well, did he? From this point forward Obama has been a liar. One simple question why do you support a liar?
