Dumb question: Is the upper part of the first photo an inner velcrow belt? Do you wear a regular belt with it, or does this have a buckle etc to wear as a pants belt? Would it adjust down to about 38"? My issued duty belt was missing the inner portion, so the duty belt tries to pull down unless I use the stupid snap or velcro loops around my dress belt. Please don't take this as a commitment to purchase; I'm trying to decide if I want to spend money on it. Thanks.

This inner belt is a nylon belt that has velcro to "buckle" it. There are 4 belt keepers (the stupid snap things) on the duty belt to wrap around the inner belt, and that's what holds the belt/holster in place so you dont hang yourself trying to get your gun out. They do sell an inner belt that has velcro completely around it, but this is just a pretty basic kind of inner belt.

The rig should adjust down to 38 just fine.
