If it's not a rifle, it doesn't have any relevance.

So, we can go hog wild with our Saiga 12's, but those Ruger 10/22 are "semi-automatic assault rifles"

^^^ I agree that uppers are not firearms, I was pointing out that a Mossberg 930 or Remington 1187 could fall under 1639 during transfer if it had a rifled slug barrel installed.

One has to be 21 to obtain a stripped lower...I have not heard of age restrictions on obtaining uppers. Looks like an interesting product.
