The other day I handled the background check and transfer of a new hunting rifle for a local fellow. The OSP FICS site was taking its sweet time to approval, so we chatted about various things like family, guns, hunting, etc. The customer was a retired Marine, avid hunter, and seemed generally knowledgeable about firearms. In passing I mentioned that almost all transfers must now go through an FFL and he seemed flabbergasted. He, apparently, had never heard of SB 941 and made a reference to buying/selling guns with his buddies in years past. I didn't press the point further, but assured him it was, sadly, the law now.

After he left and I resumed work, I got to thinking: I wonder how many people are simply unaware of the law now? It would be understandable if someone was not a gun guy or gal, but this man most certainly was, as is his wife, according to our conversation. It makes me wonder how many people are actually aware of the legal machinations imposed by this brain-dead law.

Out of curiosity, have you folks encountered the same?

P.S. I am most certainly aware that ignorance of a law is no defense for prosecution under said. This event just made me ponder how this difficult to enforce and unconstitutional law may be even more worthless than originally imagined.

Yes, there are plenty of folks that are clueless of these laws, and there are lots and lots more that know but don't give a bubblegum about what nonsense comes out of Salem or Olympia.

Remember how they said tens of thousands of guns are being sold every month by private sales and now 3 years later they are still only doing 400-500 private sale checks per month.

Plus how many C&R FFL holders have had firearms shipped to their homes unknowingly breaking the law because they did not get a background check mandated by SB941 and recorded their crime in their bound book.

I know many gun owners who have ZERO knowledge of SB941, and frankly I would be one of them if not for my membership here.

I'd give it maybe 25% tops of the entire population of Oregon knows about SB 941.
Really only those who are active gun owners/collectors/shooters etc. and who keep up on current laws and regulations are most likely the only ones aware of it.
I have talked to many gun owners who are not active shooters and not up on 'current events' in the gun community tell me they were unaware of the law.

If you had a background check to obtain a gun AFTER SB 941 went into effect, it would be risky to sell it without a BGC. Good excuse to keep them. :)

I grew up in rural areas and small towns in the 60s and 70s. Everyone had guns. They weren't really a big deal - they were just there - used for hunting, self defense, skeet, trap, etc. When I became an adult I didn't know you needed a CC permit for decades - so I carried when/where I wanted (in the car/backpack, not on me). I can't remember how I learned that CC permits were required and went and got one - probably read about some dude who was carrying without a permit and was arrested. Fortunately I never had any run-ins with the law! I follow the laws when I know what they are but in commie states they pass so many laws, even lawyers probably don't know all of them!

EDIT: How many drivers in Oregon know the law for making a turn across the path of a pedestrian in a crosswalk? They changed that a few times. How many drivers know the rules for the green paint on the streets in Portland?

What's funny is I know several people who have moved her in recent years mostly from California that think every other state is completely free from tyranical laws like in commifornia. They move here thinking its a free for all.
They are used to the laws in cali, and some think thats the way it is everywhere but a lot assume it's only in cali.

Same goes for people moving from free states, they assume no one has idiotic laws that do nothing to protect the people and only harm the law abiding.

I wish they were correct

A recent acquaintance assured me recently that California does not in fact have harsh gun control laws.

I had mentioned that I wouldn't care to live there, and among the reason was their gun laws. He was aghast, and said that the gun laws in California were quite lax in comparison to every other modern nation, and then went on about how shameful it is that we don't follow the example of Europe.

That's where these folks are coming from. California is just a start for them, and 941 is a tiny drop in the bucket to try to get us conditioned for what else they have for us.

He would be an ex acquaintance of mine real fast. I had to 'disown' a family member do to similar issues. Basically I just don't talk to him anymore. He lives in AZ so I don't ever see him. He is off the deep end socialist, progressive, SJW you name it. Unless it's promoted by some liberal democrat its wrong. We should have minimal rights and the U.S. budget should mostly be directed to social programs.

I know and work with lots of people who are "gun guys" as they hunt and sight in a rifle every year:rolleyes: as far as politics on a local level they are clueless as the only thing they see is fox new that covers everything on a national level.

If it wasn't for this forum, I would not know about most of these laws or those pending! I am not about to check law sights daily to see what rights of mine have been infringed on today vs yesterday, and tomorrow!
I figure if I keep my nose clean, I can avoide most of this nonsense, but knowing the laws sure helps!

Will Not Comply!:)

THIS! If it weren't for this site, I probably wouldn't have a clue about SB941. Honestly, how are folks supposed to keep up with all the ridiculous laws passed in Salem.

If 20% of Oregon gun owners were aware of SB941, I would be surprised. Outside of this forum, I've never met a gun owner that was aware of SB941. When I tell them about it, they are shocked, and often turn pale, realizing they've violated this law, probably multiple times.

Oh, and my last private sale before SB941 went into effect was with a recently retired Multco Sheriff's deputy. I asked him about the law and enforcement of it and he laughed - said there is no way they or anyone else has the resources to enforce the ridiculous law. Then proceeded to tell me he would not comply.

Maybe we need a law that states NO LAW shall be enforceable until 100% of the registered voters in the state sign an acknowledgment that they have received a copy of the law, have read it, and fully understand the ramifications and consequences. Until then, the law is unenforceable. How about it? Sound like a good idea?? If I become King of Oregon, I will create just such a law, which, of course, I will exempt from the very requirement I'm proposing, because, well....King!

Etrain for King! Got my vote, bet you get more done in a week then the last three Gov'ners combined did in all their terms, and have time left over to visit the range!

I'm going to need someone in charge of state border security - you up to the task?? :p

Oh, and I'm going to convert Portland into the state's largest shooting range. Free to use, of course.
