Another damn kook. I would bet if the rest of the info was ever let out this is some kook who has been let go multiple times. I VERY much doubt this gal was fine one day and then did this. Most likely she had serious problems and was just allowed out on the public. Thankfully Trooper was not hurt but the poor guy has to live with this the rest of his life now.
