win '94 loading problem

I have this 1894 XRT the shell seems to go in but the lever is really hard going all the way up. It seems the extractor is not going on the rim of the shell. It works if you use a lot of force, but that doesn;t seem right. Does it need some kind of adjustment? It is 30 30
