It's a common practice in retail sales. I've heard it's because an item seems to be (psychologically) much cheaper if it is listed at .99 instead of 1.00.
 
gas stations are the worst, they do it to squeeze an extra 9/10 of cent out of you. All thier prices, for example, are $2.30 & 9/10 of a cent (basically $2.31).
Maybe that particular reason has to do with how they do the accounting for OPEC and oil companies?

Still bloody stupid I say. The Rock Pizza place though, whole dollars. So much easier to deal with...except their lunch buffet is $7.99 lol.

Her: "I only used 4 Clevelands for it!"

ETA: Sorry guys, I should explain that I work in a Cash Office/Cage and deal with currency every day. Trying to use a 1K note would get the Secret Service/Dept. of the Treasury called. The $100 note is the largest legal tender in circulation.

if they want to round down to play psycological mind games then make it a nickle which is still actually worth something. Giving you a penny in change is like rubbing salt in the wound...
