Dollar store and Shopco have markers really cheap. IPSIC targets are much cheaper than tag board and you can shoot em' up later!

I had 24 signs printed, and then bought 12 yard sticks, total cost was under $40

I had them print 4 of each of these, then I stapled two on each yard stick. They turned out pretty good and stood out.
