SO I got a 20 pack, Drove to the usual spots around Hagg Lake with no luck. Went up to Brown's camp area off University Falls and found a nice secluded area.
I have a 5 acre parcel here in Grants Pass and that's where I generally blast it off, but anywhere rural where you are allowed to shoot is perfectly legal. That's according to the JoCo Sheriff. It won't start fires, even in dead brown grass I've tried to do it and it won't. Gets the neighbors up early tho'.
I've shot tons of Tannerite at the Molalla gravel pits. Just go early in the morning before other shooters arrive. Try a Sunday morning at 6am. Dont try going up there in the winter. Unless you have a 4x4.
