I found it in a box in a house we bought.
Aside from the obvious tick marks, it's stamped Win.70 on the bottom side.

These type of bases allow you to adjust windage on the mount rather than using the internal adjustment of the scope. This was more important in the past, as scopes did not have as much internal adjustment available compared to today.

They are still valuable even with today's scopes because the more internal adjustment applied to windage the less elevation adjustment is available due to the fact that scope bodies are round tubes and the reticle mechanism will hit the top of the tube earlier the farther right or left it is adjusted.

In all my years I've never seen anything like these, and I'm well past retirement age. I grew up with Weaver bases/rings & scopes. Sheltered life ya know..
