Greetings, all!

My friend found this little device mounted in an old workbench. He writes: "The slotted screw, when tightened, will suck it down flush to the workbench surface. The spring that's in there keeps it in the 'up' position as seen in the photo. If you look closely you'll see some tiny round birdshot next to the mechanism. Pretty sure this work bench was used as a reloading station for ammo. So don't know if this mystery bench dog thing had a more specific application for reloading shells."

Is this some reloading apparatus? If not, does anyone know what it is?

Interesting! Maybe just a cleat used for temporarily clamping down misc tools. Manual case trimmer, powder scale etc. Maybe he had a bad habit of smoking while reloading so its made for an index finger ;) Curious to know what it is!
 
Its just a common retractable bench dog. Common in old school high quality woodworking benches. Someone most likely had something they used occasionally on their reloading bench and used the dog to hold it.
 
Thanks, all, for the info! It looks just like the "Morrill's No. 41" pictured at center left in the picture provided by MTpockets. So: not reloading specific, but could have been used on a reloading bench.
