What is this Concealed Carry Permit Badge advertisement?

What would this one do for anyone here in lieu of the standard Oregon/Washington and Utah package?

Nothing but get you into trouble - It would also be a good indicator of one's age, how long he has owned a gun and had a CC permit...

Legal or not, I'm packen around enough stuff as it is and sure don't need any more..
