It is available with a Bronze Level Membership or higher.

The Banner will be visible on cursor roll-over, and on your Profile Page.

@308 note that the profile banner is one wonky sized image...whatever you have in mind, may work out better if you are the one doing the cropping/formatting before uploading. Still, give it a burn and see how it goes.
