Most times, the easiest is to fill the holes in with gravel and then drive over it a few times! Best is to have the road crowned by a grader, and then done once every season after!
Our road to the ranch is private, so we do our own repairs, which is super easy as all three of us own dozers and other nifty equipment that we can bring out for a nice afternoon of grading and we're good to go! It's best to get a start right after the snow melts off and once crowned, keep the drainage open and clear!

They did crown many of the roads this year but some roads didn't get the treatment and some of the deeper potholes were left behind after the crown treatment.

Sounds like they did a piss poos job of it! We usually run a rake (lumber bull blade flipped over) over ours first, then crown it and pack it with the dozers, the track shoes leave a good pattern for the rains to drain off the surface afterward! Seems to only need the one day of work for the whole season!

Sorry Boss, were all full of good advice just none really helpful to your cause! I hope you inspire others on your roads to help as that is your true answer I think a Road repair weekend with all your neighbors.
