What all is needed(paper work) to own a SBR? Want to build one

Just as the title says, I'd like to start one as my next project. I think you have to fill out a form 1? And pay someone $200 but that's all iv got maybe I'm wrong? Can someone fill me in on the correct procedure.

Steps for an individual to SBR a rifle:

1. Fill out Form 1
2. Have finger print card filled
3. Have passport photos taken
4. Have CLEO sign off the Form 1
5. Write check payable to BATFE for $200

Put this all in an envelope and sent it in.

While this is processing, have your receiver engraved with your name, city, and State because you are the manufacturer of the SBR.
