OK, came back and now I can. Seems to be something between this stoopid laptop and Firefox, maybe a conspiracy!

Ah. Usually that's due to someone clicking one of the state searches, rather than the actual section. When clicking the states it's just a pre-set search, you have to go to the actual section to create a new thread.
