Shooting at something on water at tat angle to water and rock cliff behind means bullets may ricochet of both water and rock and hit someone or some critter on the same side of river as shooter but downstream a bit.

Depends on where he's at.

USFS forbids it: https://www.fs.usda.gov/visit/know-before-you-go/shooting
BLM doesn't strictly forbid: https://www.blm.gov/programs/recreation/recreation-programs/recreational-shooting

I'd imagine if an officer wanted to, he could be cited for safety reasons. Whether it stand in court is unknown.
Aside from fed regs, some states have laws about that too. Like OR. Last I knew, it's forbidden to shoot into any body of water on any public lands... other than what is allowed during specific hunts.

I dunno about WA.
