I believe this legislation has actually been submitted to the House every year for the past 6 years that I know of. Until this legislative session the bill had been blocked from being entered into the rolls to even be prefiled for introduction or read, due to a specific Democratic leader of the house who was very anti firearm. He had stated on a number of occasions that there were more pressing matters of state to deal with and he was not going to waste the Representatives time with that he deemed as a frivolous bill.
This legislative session however, the mood in Olympia seems to have changed a bit (as we saw in the overwhelming yes vote from the House and Senate.
