Background:
WA is the only state which requires LEGAL aliens to have a license (AFL) to buy, or possess a firearm. It takes only a little effort to qualify, if you pass the background check. Having a CPL does not constitute a background check for this license. The license is issued by the Department of Licensing (DOL.)
A year or so ago, the FBI stopped doing the background checks for DOL, because the DOL is not a "criminal justice agency." The Sheriffs can't pass the information they get from a background check to DOL, because DOL is not a "criminal justice agency."
The FBI told WA state legislators that they could solve the problem by passing a law worded a certain way. The legislature did so. The FBI said doing what they told them to do wasn't good enough, so still won't do background checks.
NOW ... after jiggling elbows at various levels of the government and RKBA organizations, we got word this evening that there is going to be some action. Second Amendment Foundation and NRA are taking action at the federal level to get this fixed. The message I just got follows:
Alan G at SAF said they want to file in the next 2 to 3 weeks. If you are a LEGAL alien and have been denied a license, call the number ans get on board.
