1639 implementation video update. Sorry, I'm no hot little gun bunny or polished bullbubblegum artist. These are the facts, plain and simple.

Low lights of the video.

DOL is adopting an $18 tax per semi auto rifle. July 1. None of those funds are going to local agencies to help them comply with all the new work. Things they left off the "fiscal impact" part of the initiative.

DOL processing is going from a computer database back to mailing paper forms.

DOL has $7,000,000 for new computer system, might be operational in late 2020.
Local agencies likely not to be able to process checks within 30 days, so they'll hold checks for 30 days, federal document expires at 30 days so the process starts over. Effectively denying people the right to purchase a firearm.

There is no mechanism to transmit frame/receiver/other firearm data to the local agency for approval. So after June 30th, there is no way for a dealer to run a background check or deliver a Mossberg shockwave, an Aero Precision lower, flats for an AK receiver, etc. This is gross failure by the state legislature to address this item.

Lawsuit is moving into discovery phase, with records requests going into the DOL, AGs office, alliance for gun responsibility and several state legislators. This is going to be an expensive portion of the case, reviewing these documents.

Getting an injunction in place before July 1 is our goal right now.
Call, email and visit your legislators. Introduce new shooters to the sport. Be responsible and be safe with your firearms.

You mention the fiscal impact statement of the initiative. I'm not familiar with the specifics of the filing, but is challenging the legality of many various aspects of the amendment itself included (I hope)?

The "failed to print the full text" argument actually won in the pre-election challenge. The state supreme court reversed on the grounds that there was no mechanism to challenge the initiative until it became a law. Obviously, that reasoning no longer holds true. It seems to me using a legal challenge that was already successful in the past seems like a good strategy.

Regardless of your feelings on Obamacare, when the Republicans challenged the legality of it, they raised every possible argument they could. The one that actually made it to the Supreme Court was not one of their "marquee" arguments, which goes to prove that you should cast a wide net these sorts of legal fights.

There are plenty more challenges to come...working on the injunction is critical part right now. Having standing, due to harm, is only effective after implementation.

Why can't one Republican lawmaker introduce a simple initiative such as:

"No initiative shall be made into law which shall be contrary to the Constitution of Washington State as is in spirit as adopted on November 11, 1889. Any enforcement of any law which is in contrary to the Constitution of Washington State shall suspend the Constitution of Washington State in its entirety until such conflicts are resolved by judicial means."

Nov 11 1889 is the day Washington gained Statehood. These anti-gun legislators are introduction laws which goes against the spirit of the Constitution as adopted on statehood {contract between a territory and federation of states.). And any law which goes against the Constitution basically makes the Constitution useless.
