Updates. The man with the self inflicted wound did have to spend the night in the hospital.

The couple trying to scare off a drunk fired one intentional warning shot, then panic fired when the perp advanced. This happened in a residential cul-de-sac with houses in all directions. The chief of police does not appear to think that the misses had any serious consequences since it was just a 22 pistol. A few years ago the same DA did not have a problem with a little old lady shooting her revolver up in the air at a park after a skateboard punk attacked and knocked her down.

No I don't think that any of the shooters should be criminally charged. However if I were the Chief, DA or Sheriff I would hold on to their CHL permits until they retook a live Oregon firearm safety class.
