It seems you are looking for a public range, the only one I know of is the place to shoot near jantzen beach. They're spendy. You can also go up the 26 to salmonberry road, turn left onto salmonberry, there is a small range 1/4 mile up the road.

If you're looking to rent one, try out the Clackamas County Public Safety Training Center, they might have one. If you already have one and you're looking for a range, it doesn't get much better than Johnson Creek Gun Club
