I've noticed that trend in recent years. Back in the day, the gun-grabbers usually had a grandfather clause. Quite a bit of the newer proposed legislation, in this state and elsewhere, does not: they want them turned in.
The law makers no longer feel they need to offer that Sop to get what they want. Again they never stop, they never get enough. As long as there is no push back, as in they lose their job, they will keep taking.

Hopefully, there are enough 2th Amendment folks in Virginia who won't be sitting on their hands on Voting Day and will get out and tell their Neighbors OR whoever is really behind this JUNK they ain't buying it.

From this article:
Gun-rights groups are planning to make sure the paper-thin Republican majority in both houses holds the line against new gun-control measures while they pursue gun-rights bills.
Although from the WaPo, here's another interesting article, considering the turmoil surrounding the NRA:
As it turned out, GOP leaders shut down Tuesday's legislative session after 90 minutes without voting on any gun-control bills. It was a display of political muscle for the NRA, a brand that has appeared crippled in recent months.

It was to my understanding that a no grandfather clause violates the law.
Can't take away peoples legally purchased property without fair market compensation or grandfathering in previously legally purchased items. If we win in 2020 and can stack the SC with sane judges.. this can get kicked up to them then ruled on permanently halting this overreaching, draconian nonsense.

Not just the law, the Constitution (at least if there is no compensation). 5th Amendment:

No person shall be held to answer for a capital, or otherwise infamous crime, unless on a presentment or indictment of a Grand Jury, except in cases arising in the land or naval forces, or in the Militia, when in actual service in time of War or public danger; nor shall any person be subject for the same offence to be twice put in jeopardy of life or limb; nor shall be compelled in any criminal case to be a witness against himself, nor be deprived of life, liberty, or property, without due process of law; nor shall private property be taken for public use, without just compensation.

What "law". What is written on a piece of paper means nothing more that Toilet paper. It's all on what some Judge tells you it means. They can pass anything they want. Only 2 things stop them. A judge or getting voted out of office.
