Hmmm. Not sure how to interpret it. If we're just withdrawing a carrier, then it seems to me a normal rotation. If we were withdrawing a carrier group or all our forces, it'd strike me as an attempt to prevent any US/Russian naval friction. Ocean's big, but not that big.
