Upland birds/Rabbits in Sauvie Island North side

From what I gathered upland birds/rabbits or anything else has to be hunted on Sauvie Island North side. All other areas are for waterfowl. Any one hunt the North side before for quail, pheasants or rabbits? All I got was a bunch of mosquito bites and not much else in view.
Any one have experience with the area?
