Not exactly true there slim; At one time the Portland Police had a "metal cop" that the recyclers could call. when he retired they dropped the program.. Ask your local Police if they have an officer that interacts with recyclers, bet they don't. It is un-glamerous and not "cost effective".

The metal recyclers are complicit! Chaps my hide.
