The law is self enforceable w/a lot of chuckling going on by the LEO's. Everyone's too afraid go 'under the table', they all see subversion around every corner. Paranoia is a good law enforcement tactic. Private sales have never been the prefered means to get weapons for criminal activity. Sportsman, ie. gun owners (a generalization), are usually not predisposed to wantonly hand over their guns to just anyone. Even prior to SB941 most employed a good deal of scrutiny when making deals. I always did a bill of sale just to cover my butt just like I'd do w/a car or bike. I never met a guy who wasn't o.k. with that., I seriously doubt there are any agencies that see a BCG check sting as a worthwhile endeavor. How's that going to look in court when you've got a couple 50 something well regard individuals put up on charges for dissing a $10 BCG? I'm sure most have much better things to do w/their resources.
For me the BCG adds a level of hassle that will make a deal a non deal, it's gotta be pretty convenient or I won't even think about it. For what people are asking used for the most part anymore and the BCG BS I've been buying more new than used. There are still some 'cool' oldsters (and youngsters) out there. The government and PCness has sucked the life out of some things, throttled and tied our hands, made criminals out of good people and is trying hard to herd the sheep. I for one don't care to be sheared but will do what I have to when I have to.
