Texas, yes, it's de rigueur to work like that.

Presents case to Grand Jury ... sane grand jurors follow Texas law and NO BILL the young man. This way, if a commie takes control of DA's office or the statehouse, then "they" can't come back and file charges on the victim/defender/righteous young man.
