Actually that is a Russian kit not a PSA rifle cut up. These are currently going for between 1400 and 1900 these days depending on where and what it is. They were just going to be offering full built guns but my guess is they figured out they could make more of just selling the kits.

My understanding is these can not be legally imported as a complete rifle. So they hacked off most of the receiver and sell as a parts kit.

Yes, these were originally full auto military rifles that were destroyed per ATF specifications. Once a full auto always a full auto so to be importable the receiver must be destroyed. They can then be built into a legal semi auto using us parts in accordance with 922R.
