Was reading about the Troy Battle Sights on my S&W AR-15t and tried to turn the windage knob but cannot. Is there a trick to turning it or should I be able to use my fingers on the knurled knob?

It's similar to an A1 type rear sight. Take a .223 bullet, and poke it in the hole to depress the detent. While holding in the detent, use that bullet to turn the knob. It will go one "notch". Then do it again (like an old rotary phone).

You will likely not be able to do it by hand (which is a good thing for a BUIS).
 
I also have a question about the Troy sights. both the front and the rear seem loose meaning they don't lock solid in the upright position. Thanks for any help.
 
I just checked mine. They make a healthy 'snap' when raised fully up and can wobble a very tiny amount from front to back. Certainly not enough to affect accuracy or even to rattle.
