I would hope that the academy training would teach officer's not to have knee jerk reactions, especially when a potential shooter is involved. Not putting blame on the officer who fired, but I believe that all LEO's should be held to higher standards, not too many people get paid vacations for having reactions that may end someone's life, criminal or not. IMHO of course
 
The other thing I was wondering was if she fired while trying to back away and tripped or fell.
In the recording the male officer was yelling at the guy saying he was too close to her.
But I guess you could speculate all day long. We may never find out.

Sounds like poor trigger control.
