The first step in any tax shortfall should be to cut social programs and new construction nobody asked for. Easy job.
 
And how and why do budgets explode with one mistake. Wasn't it pretty clear something was wrong when the planned revenue took that big a jump.
Almost makes you wonder if it wasn't preplanned as a way to raise taxes and get some school (I mean teacher unions) more money to play with and waste.
