Looks like they dug it out of a farmer's field in the Ukraine.

Inside the crate are two 440-round spam cans of 7.62x54R. $190...that's less than 22 cents a round. I've shot a bunch of this and it works great.

UN Ammo if you're curious but I'm not advertising, just laughing at what I got in the box. The crate is inconsequential - I'm buying it for the sealed cans inside, which are fine. Looks like something that I might have got at the Mad Max Post-Apocalyptic Bazaar.
