What goes into purchasing and owning a Javelin weapon system? Ammunition storage, taxes, legal issues? Igla-1S MANPADS.

Seriously though, unless civilians own these weapon systems in some type of organized fashion, there will be hardly a difference made if something really, really bad happens and these systems are brought to bear.

Seems the typical response to firearms today is cut off the ammunition supply somehow.
