It's not so stupid after all. Those in the ruling class understand the laws they pass are largely self-enforcing. No need for additional funds. Look at all those conservatives who make such a fetish of being "law-abiding". Even if the enforcers are not buying it, the law is still enforced by the minds of the peons.
