The US government and elites have a plan, they just don't give a **** about the rest of the populace enough to make plans for us, except for continuation of the government.

Government contingency planning - at every level - is about providing 'continuity of service' in times of disaster. Sure, like anyone is going to be calling them about Medicare benefits while their house is burning down, or demanding to know why water rates are going up while they are pulling boards out of a collapsed house to build a fire on a cold night.

I spent 7 months in Pass Christian, Mississippi after Hurricane Katrina [rehabbing houses]. You wouldn't believe how many industrious, well-heeled organizations pulled out of New Orleans and shifted their efforts to rural areas of Louisiana and Mississippi. The volunteers were down there to help out, not stand in line to get permission to do needed work. Before leaving, I worked on two FEMA trailers to make them safe for human habitation. WalMart and Home Depot had a better emergency response plan than the government; and they actually executed their planned response in a timely fashion.
