Publick hangings are a great way to deal with murderers. Not only is the recidivism rate 0%, but the the instructional and entertainment values have to be taken into consideration. (Cosmic level question: If the hangman did a good job, does that mean the the star of the festivities was well hung? )
Publick floggings would serve the same purpose for lesser crimes than murder.
This would also allow for dealing with crimes that occurred in conjunction with murder. Found guilty of rape and murder? Flogged then hanged.

I love the smell of napalm in the morning.... but gunpowder is a great smell too. Administered first thing the next day.
